Because settlement gives the violating employer the opportunity to settle the violation at the Labour Market Regulatory Authority (LMRA) before referring it to the Public Prosecution, by paying the settlement amount stipulated in the law, and thus the criminal case and all its effects expire once the settlement amount is paid in full.
