Resolution (68) for the year 2019 Regarding the Wages Protection Scheme

The Minister of Labor & Social Development:
After reviewing law (19) for the year 2006, regarding the regulation of the labor market, and its amendments,
and the law of the Central Bank of Bahrain and the financial institutions promulgated by law (64) for the year 2006, and its amendments
And the private sector’s labor law promulgated by law (36) for the year 2012 and its amendments,
And based on the proposal of the Undersecretary of the Ministry of Labor & Social Development,

Has Decided the Following:
First Article

Every employer shall commit to paying the wages of his employees in accordance to the Wages Protection Scheme.
The Wages Protection Scheme means the procedures and regulations of paying the employees’ wages, and the information required to be submitted to the concerned entities to verify the payment.

Second Article
Every employer shall commit to paying the wages of his employees in the specified time mentioned in the private sector’s labor law promulgated by law (36) for the year 2012, and that is through any of the payment methods provided by the licensees from the Central Bank of Bahrain, including bank accounts, prepaid cards and other means.

Third Article
A- The licensees by the Central Bank of Bahrain must disclose the information related to the Wages Protection Scheme to the Labor Market Regulatory Authority as follows:

  1. The employee’s full name
  2. The employee’s ID number
  3. The amount paid as a wage to the employee
  4. The date of paying the wage
  5. The employee’s account number or its identification code – based on the circumstances
  6. The employer’s account number
  7. The employer’s ID number or CR number

B- The information mentioned in the previous paragraph should be disclosed once the employee’s wage has been deposited.

Forth Article
The Labour Market Regulatory Authority may provide the concerned parties with the data or information related to them and mentioned in the previous article upon a written reasoned request.

Fifth Article
The provisions of this resolution shall be gradually applied on all employers, in accordance to the phases determined by a decree from the Minister.

Sixth Article
The Undersecretary of the Ministry of Labor & Social Development and all concerned entities – each in their own field - shall execute this resolution, and it shall come into effect on the next day of being published in the official gazette.
