This service is provided to individuals requesting to obtain a preliminary approval to issue a manpower supply agency license which allows the licensee to supply workers to work for a third party for a specific period or to accomplish a specific task without supervision from the employer (the supplier) on execution of the work. The issuance of the license takes place in two stages, the initial approval stage and the license issuance stage. The license applicant can practice the activity after the license is issued by the LMRA, with a one year validity and should be renewed annually.
Service Conditions
The application shall be subject to the provisions, laws, systems, regulations, and resolutions issued by the competent bodies and applicable within Kingdom of Bahrain.
Must be a Bahraini citizen or a juristic person fully owned by him.
Must settle all the dues and fees of the Authority.
The applicant, licensee or employer should not have breached any of the fundamental obligations that are imposed by the Labour Market Regulation Law, or the regulations, rules or orders issued in the implementation thereof.
There should be no labour supply agency permit has been previously issued to the applicant that was cancelled in accordance with the provisions of the Law.
Payment of the adjudged fines under final judgements in accordance with the Labour Market Regulatory Law.
The license applicant should not own any commercial activity which contradicts with the required activity according to the administrative regulations of license approval.
The license applicant must pass a personal interview with the concerned authorities.
To manage the permit’s business by himself or by a Bahraini manager.
Specify the economical or professional specialization for which he/ she wants to supply workers, provided that such specialization is among the activities and professions specified by the authority without prejudice to the conditions of granting work permits or temporary work permits.
Provide accommodation to the agency’s workers, which must meet the conditions concerning numbers and gender which are set out in the corresponding laws.
The licensee must operate the business from the approved premises and independently from any other activity except for any other relevant activities according to license terms and conditions.
CR owner must deposit BHD 200 for each work permit issued to them as an insurance amount with LMRA in addition to the prescribed fee for the work permit.
Place the license certificate in a visible place at business headquarter and in accommodation assigned for expatriate employees.
Notify the authority immediately in the event of changing or updating information in the application form, liquidation of the activity, declaration of bankruptcy or the striking out of their entry in the Commercial Registry.
Enable LMRA and its inspectors to access the establishment's premises or the accommodation dedicated for foreign manpower at any time.
The licensee shall obtain the necessary professional license from the relevant authority which oversees the profession(s) being practiced by the workers (in case it is legally necessary to obtain a professional license for their practice in the Kingdom).
It should not be proved that the licensee has ceased practicing his activity, or closed his activity or changed the headquarters for practicing the activity, in violation of the provisions of the Law and the existing orders in this regard.
The license shall expire at the end of its original or renewed term, and the licensee shall apply for renewal by the same stipulated procedures and terms, prior to the expiry of the license validity, with a period not exceeding sixty days and not less than thirty days.
Any person is prohibited from exercising the activity unless following obtainment of license certificate issued from LMRA.
The license shall be cancelled if the licensee obtains the license based on false documents or information, has lost one or more of the conditions required for granting the permit, a final criminal judgment is passed against the licensee, involving a criminal punishment in a crime that affects honour or integrity.
Pre-approval period is three months for the completion of required final approvals. In the case of the expiry of the pre-approval period, the application is automatically cancelled.

Issuance of a Manpower Supply Agency License Required Documents
The application is transferred to the Labour Market Regulatory Authority to issue a license to practice the activity of a manpower supply agency.
LMRA will verify if all the required documents were attached. If the application does not meet the requirements, it will be rejected and returned to the applicant to complete the missing documents.
The applicant is informed of the approval or rejection of the application via the Sijilat system.
