Transfer Of Ownership Of Commercial Registrations
Through this service, in case of transfer of ownership for registrations and during registration of the new commercial registration via the Expatriate Management System (EMS) the employer acknowledges that he/she is aware of all the legal, financial, and administrative obligations which are due and legally bound to the establishment, and undertakes to fulfill all these obligations, wherein the existing work permits will be transferred from the old commercial registration to the new commercial registration as per the applicable procedures in the Labour Market Regulatory Authority (LMRA) in accordance with the provisions of the law.
Transfer of the existing work permits from the old commercial registration to the new commercial registration will be applicable for the following:
- Expatriate employees with valid work permits will be transferred from the old commercial registration to the new commercial registration (without fees).
- For expatriate employees with valid work permits and the occupations that do not exist in the Expat Management System (EMS), the employer is required to attach a new contract with a new occupation, as they will be transferred from the old commercial registration to the new commercial registration under the new chosen occupation (without fees).
Transfer of the existing work permits from the old commercial registration to the new commercial registration will not be applicable for the following:
- Expired Work Permits (expatriate employees with expired work permits on the old commercial registration are not eligible for transferring to the new commercial registration).
- Work Permits expiring within 5 days (expatriate employees with work permits that will expire in 5 days will be terminated by the electronic services team because they are not applicable for transferring to the new commercial registration).
- In progress applications on the old commercial register such as (change occupation, ceiling upgrade, workload estimation) will be cancelled by the electronic services team because they are not applicable for transferring to the new commercial registration.

Process Description
- New commercial registration’s owner will need to submit an e-ticket via the eSupport function on the Expat Management System (EMS) mentioning the old commercial registration’s number and the new commercial registration’s number.
- Declaration of Transfer of Ownership of Commercial Registrations PDF (1 MB) is to be signed and attached in the same e-ticket if it was not submitted during the new commercial registration’s, registration in LMRA.
- eSupport team will transfer the expatriate employees along with all the legal, financial, and administrative obligations which are due and legally bound to the establishment, from the old commercial registration to the new commercial registration.
